Technical Guidance on Handling Gender-Based Violence for PPA PPO Investigators of Polda Metro Jaya with WCR

Women and Children Resilience (WCR), in collaboration with the Directorate of Criminal Investigation for Women and Children Protection and Human Trafficking (Ditres PPA & PPO) of Polda Metro Jaya, conducted a Technical Guidance (Bimbingan Teknis/Bimtek) on Handling Gender-Based Violence Cases for PPA & PPO investigators within the Polda Metro Jaya jurisdiction. The activity was held on Thursday, February 19, 2026, at the TMC Hall of Polda Metro Jaya.
This technical guidance was part of efforts to strengthen investigators’ capacity in handling cases of violence against women and children as well as human trafficking (TPPO) in a professional, responsive, and victim-centered manner. The event was attended by 225 participants from the Directorate of PPA & PPO Polda Metro Jaya, district and sector police units, as well as representatives from UPTD PPA and Social Services offices from DKI Jakarta, Bekasi, Tangerang, and Depok.
The Directorate of PPA & PPO Polda Metro Jaya, established in January 2026, has been designated as a national pilot project. This designation positions Polda Metro Jaya as a reference point in handling PPA & PPO cases, while also requiring well-prepared human resources with sensitivity, empathy, and adequate understanding of victims’ needs, particularly women and children as vulnerable groups.
During the technical guidance, Dr. Margaretha Hanita, S.H., M.Si., as Director of WCR, served as both facilitator and keynote speaker. Her role focused on strengthening investigators’ understanding of handling gender-based violence cases through a victim-oriented approach, including risk mitigation in receiving reports and throughout the case-handling process to prevent secondary victimization.
In addition, the technical guidance featured speakers from various sectors, including forensic medicine, women and child protection services, and social rehabilitation services. The involvement of these stakeholders aimed to enhance coordination and synergy within the integrated protection system for victims of gender-based violence.
In a statement delivered by the Directorate of PPA & PPO Polda Metro Jaya, Dr. Rita Wulandari Wibowo, S.I.K., M.H., emphasized that the technical guidance will be conducted regularly. This step is intended to ensure that investigators within the Directorate of PPA & PPO Polda Metro Jaya and district police units possess adequate capacity to handle gender-based violence cases responsively and with a strong perspective on the protection of women and children.
Through this technical guidance, WCR together with the Directorate of PPA & PPO Polda Metro Jaya continues to promote the strengthening of a more humane, accountable, and justice-oriented case-handling system for PPA & PPO cases. This effort is expected to improve the quality of services provided to victims while reinforcing public trust in law enforcement that upholds the protection of women and children.
